Oleg Shelyagov is a Russian entrepreneur and senior executive whose career spans military service, banking, strategic management, public affairs and the cooperative movement. A graduate of the Frunze Higher Naval School, he served as a Soviet naval officer before receiving further degrees in law and public administration. He subsequently held senior management positions at Globexbank, KIT Finance and TransCreditBank, later headed the Military Memorial Company and became Chairman of the Board of Ritual.ru. He is currently engaged in the development of the Russian cooperative movement and international cooperation between cooperative institutions.
